Finland’s prime minister apologized after the publication of a photo that showed two women kissing and posing topless at the official summer residence of the country's leader.

The photo came out after a video in which Prime Minister Sanna Marin was shown dancing and singing with friends prompted a debate about whether the 36-year-old head of government is entitled to party heartily.

Marin affirmed the photograph was taken in a restroom at an authority home of Finnish state leaders following a live event toward the beginning of July. Marin doesn't show up in the picture; the two ladies highlighted take care of their bosoms with a sign that says, "Finland."

One of the women involved in the incident reportedly posted the photo, which was removed shortly after news of the incident started to spread.

“In my opinion, that photo is not appropriate,” Marin said on Tuesday, according to Finnish broadcaster YLE. “That photo shouldn’t have been taken.”

She said that the post-festival gathering was a private party and the names of all guests were provided to the security detail monitoring the Kesäranta property in Helsinki.
